IPTs chaired by office of primary re- sponsibility (OPR) designated champi- ons and comprised of SMEs and other stakeholders meet regularly to ensure continual communication among all stakeholders. Formal project charters endorsed by OPRs provide project de- tails and establish plans of action and milestones for each phase of the proj- ects. The projects are being conducted in four phases corresponding to the Six Sigma define, measure, analyze, design, and verify methodology. Phase I (de- fine) was completed early on, during which the IPTs defined the goals of their projects and the expectations of customers. During Phase II (measure/ analyze), the teams are quantifying cus- tomer needs and the goals of leadership while developing and analyzing courses of action (COAs) to determine the pro- jected benefits of integrated and/or in- terdependent processes. The OPRs will evaluate/approve COAs in collabora- tion with the NLI executive board. In Phase III (design), the IPTs will design a process that best leverages Navy/Ma- rine Corps capabilities and capacities and meets customer needs and goals of leadership. Phase IV (verify) will con- firm by simulation or otherwise, the performance of the designed process and its ability to meet the target needs. Conclusion NLI remains critical to the success of naval expeditionary and special op- erations forces. In partnership, the Navy and Marine Corps are continu- ally integrating processes and technolo- gies to ensure a naval logistics capa- bility that can operate seamlessly whether afloat or ashore, successfully supporting and sustaining naval oper- ating units in a joint warfighting envi- ronment.
