16 22.3 The Disciplinary Committee, just after the match, will confirm the respective result and will also confirm every caution and expulsion as well as other decisions in writing to the Participating Team. 22.4 The Participating Teams shall ensure that the disciplinary measures imposed by the Disciplinary Committee are implemented. 22.5 When taking a decision, the Disciplinary Committee shall refer to the reports made by the referee, assistant referees and fourth official, match commissioner, referee inspector, general co-ordinator, technical delegate, security officer and other officials present. It may also refer to television and video recording, which may be used as evidence, but only as far as the disciplinary aspects of the case being dealt with are concerned; this shall not affect a referee’s decision regarding facts connected with play. 22.6 The Disciplinary Committee shall base its decisions on the FIFA Disciplinary Code. 22.7 The decisions of the Disciplinary Committee are final and not subject to appeal. 22.8 The Disciplinary Committee shall impose fines when a player refuses an interview. An interview zone will be arranged (flash interview, official interview and mixed zone etc) ARTICLE 23. APPEAL 23.1 All kinds of appeals occurring while preparing and playing matches shall be made according to the conditions as follows. 23.2 Before an appeal letter is submitted to the Organising Committee it has to be submitted to the match commissioner in written form within two hours after finishing the match. The formal report, including a copy of the original appeal letter, shall follow right after. 23.3 An appeal letter, concerning the qualification of a player participating in the Peace Cup, shall be submitted to the Organising Committee in writing five days before his first match. 23.4 An appeal letter about all incidents occurring during the match shall be submitted to the referee by the director of the team between the time of its occurrence and before the next match begins. The appeal letter shall be submitted to the match commissioner in writing by the director of the team within two hours after finishing the match. 23.5 An appeal about field condition, marketing, facilities or the match ball shall be officially submitted to the referee, match commissioner or venue coordinator in writing one
