ABSTRACT The purpose of this study is that ‘localization program development’ through reading the folktale picture books for early grades of elementary school student in Suwon. For thi s, Suwon focus on the history of Hwasung, it is diviced 3 paragraphs, dream space, spa ce make dreams come true and space for future. For each paragraph select the right folkta le picture books on the topic then develop data.
